Farm Bill hemp. Lab-tested every lot. Clear about what we are and what we are not.
Our legal position
Full Moons Club products are made from industrial hemp as defined by the 2018 Agricultural Improvement Act (the “Farm Bill”): no more than 0.3 percent delta-9 THC on a dry-weight basis. We additionally hold every serving below 0.4mg of delta-9 THC, our own stricter ceiling. Under federal law, hemp is an agricultural commodity and may be produced, sold, and shipped across state lines; a number of states separately restrict smokable hemp (see below).
Our hemp is sourced from licensed American farms and tested by an accredited third-party laboratory before any lot is released for sale.
State restrictions
A small number of US states have their own rules about smokable hemp that go beyond federal law. As of the last update of this page, we do not ship to:
- California: retail sale of hemp flower and inhalable hemp is prohibited (AB 8, effective January 1, 2026)
- Tennessee: direct-to-consumer sale of hemp products is prohibited (HB 1376, effective January 1, 2026)
- Louisiana: floral and inhalable hemp is prohibited at retail (HB 952)
- Iowa: smokable hemp is restricted by state statute
- Indiana: smokable hemp is restricted by state statute (HEA 1337)
- Utah: smokable hemp is restricted by state statute
- Kansas: smokable hemp is restricted by state statute
- Hawaii: raw hemp flower for smoking is restricted by state rule
- Idaho: smokable hemp is restricted by state statute
- South Dakota: smokable hemp is restricted by state statute
- Nebraska: smokable hemp is restricted by state statute
If your shipping address is in one of these states, our checkout will decline the order and you will not be charged.
Other states may have evolving rules. It is the customer’s responsibility to confirm that the product is legal to receive at their address. If a state restriction changes after your order has shipped, contact support@fullmoonsclub.com.
Certificate of Analysis
Full Moons cigarettes are made from hybrid hemp flower. The same flower is used in both the Original and the Cooled blend, so this Certificate of Analysis covers both. The menthol in Cooled is in the filter, not the flower.
What we test for
- Cannabinoid profile: CBD, CBDA, CBG, CBGA, CBN, delta-8 and delta-9 THC, THCA
- THC compliance: confirmed below the 2018 Farm Bill limit of 0.3% delta-9 THC on a dry-weight basis
- Pesticides: Oregon pesticides list by LCMS
- Heavy metals: lead, arsenic, cadmium, mercury
- Microbials: yeast, mold, E. coli, salmonella

Age requirement
Full Moons Club products are intended for adults 21 years of age and older. We verify age at the site entrance and require adult-signature delivery in states where applicable.
Not a medical product
Full Moons Club products have not been evaluated by the Food and Drug Administration. They are not intended to diagnose, treat, cure, or prevent any disease. If you are pregnant, nursing, or taking prescription medication, consult your healthcare provider before using any hemp or CBD product.
Responsible use
Do not drive, operate heavy machinery, or perform tasks that require focus while under the effect of any inhalable product. Keep all hemp and CBD products out of reach of children and pets.
